Are You Highly Qualified?

The Office of Superintendent of Public Instruction (OSPI), with the assistance of a stakeholder workgroup, has constructed a comprehensive process to ensure school district administrative staff and teachers are supported in meeting the Federal No Child Left Behind Act of 2001(NCLB) requirement for highly qualified teachers (HQT). Although the use of OSPI’s forms and worksheets is at the district’s discretion, districts are required to keep records that provide evidence they are in compliance with meeting NCLB requirements. Complete the appropriate form and corresponding worksheet below to determine if you are highly qualified for a specific position.

NCLB Highly Qualified Teacher Requirements:


NCLB Highly Qualified Teacher Forms:

  • ID Form A General Education Teachers at the Elementary Level
  • ID Form B General Education Teachers at Middle School Level, High School Level & K-12 Content Area Specialists (i.e. reading, math, music, visual arts, theatre arts, dance)
  • ID Form C Special Education Teachers at Elementary Level (students assessed at elementary level)
  • ID Form D Special Education at Middle School Level and High School Level


NCLB Worksheets – 100 points = Highly Qualified in Core Subject Area:
English, reading, language arts, mathematics, science, foreign language (Designated world languages), civics and government, economics, history, geography and arts (music, theatre, visual arts, dance)

  • Points-Based Worksheet 2A (use with Form A or C)
    General Education and Special Education Teachers at the Elementary Level – K-5 and 6th Grade (Self-
    Contained Classroom)
  • Points-Based Worksheet 2B (use with form B or C)
    Teachers at the Middle Level – 6th Grade (Middle Configuration) plus 7th/8th Grade & Content Area
    Specialists (K-8 level)
  • Points-Based Worksheet 2C (use with Form B)
    Teachers at the High School Level (Grades 9 – 12) & K-12 Content Area Specialists
  • Points-Based Worksheet 2D (use with Form B)
    Social Studies Teachers at the Middle Level and High School Level – Grade 6-12
    May be used as an alternative to Worksheet 2B or 2C

NCLB Highly Qualified Paraeducator Requirements:

To be eligible for a paraeducator position applicants must meet one of the following highly qualified criteria:

  • Hold an AA degree or higher
  • Have 72 college level credits or more
  • Have passed the state approved ParaPro test
